Jim Hoerricks

Jim Hoerricks, PhD

Managing Partner Jim Hoerricks, PhD, brings a wealth of public and private sector experience to Apex Partners, Ltd.

Dr. Hoerricks is retired from the Los Angeles Police Department where he served as a Surveillance Specialist and the department's Senior Forensic Multimedia Analyst. He co-founded the LAPD’s forensic multimedia laboratory in 2002 and helped set the standard for its handling of this unique type of evidence. He is the author of the best-selling book, Forensic Photoshop, and a co-author of Best Practices for the Retrieval of Video Evidence from Digital CCTV Systems (DCCTV Guide). He currently serves on the Organization of Scientific Area Committees for Forensic Science’s (OSAC) Video/Imaging Technology and Analysis subcommittee as the Video Task Group Chairman.

Elsewhere in public service, he served two terms as President of the Board of Directors of the West Valley County Water District, an elected state-wide office. Additionally, he served one term as a Trustee for the Sonoma County Junior College District, a locally elected office. As an undergrad, he interned for CA Assemblyman Dan Houser of Arcata.

In the private sector, he served as the Director of Customer Support and Training for Amped Software, Inc, creating the curriculum for it's training programs - continuing to deliver that training all over the world. He also founded and runs the Praeceptory at Towcester Abbey, a non-profit research and education charity focusing on improving the lives of autsitic people and their families.

He earned Bachelors and Masters Degrees in Organizational Leadership from Woodbury University in Burbank, CA. He earned a PhD in Education - Higher Education Leadership from Trident University Intl. in Cypress, CA. He is currently working towards a M.Ed. degree in Instructional Design at Western Governors University in Salt Lake City, UT.
